That's not being evil though, Kid Boo has to understand that his actions are wrong but continue to do them anyways. Otherwise he's just a kid with a magnifying glass burning ants. There's no sense of what is right and wrong inside of him. In fact it had to be forcibly told to him as the much smarter Fat Boo. For example let's say I start some random killing spree in GTA V or something? That's not evil, at least in terms of the real world.

I don't view my actions as wrong or evil. I don't see what I do in a video game as having impact on what happens in life. Therefore, I can do things in a game I obviously wouldn't do in real life. I don't have empathy for a character in a game. So same thing with Kid boo, there's nothing in him that's giving him an idea of what good and evil is.

It's just, blowing stuff up and hurting people is fun and bring him a natural sense of enjoyment so he keeps doing it. It's like saying a cat playing with a mouse before eating it is evil. How could it find enjoyment of playing with a scared and terrified creature only to snuff out its life soon after?
Aside from being less smart and more unpredictable, plus smaller, there are very few differences between him and Super Boo, who is still considered one of the series' most evil villains.

Kid Boo isn't a kid that enjoys breaking his toys because he's a kid, otherwise beating up Fat Boo and Vegeta wouldn't show him toying and doing nasty things to them just because. In the anime (non canon but who cares about that anymore), for example, he starts torturing Vegeta in front of Goku since he can't throw the Spirit Bomb at him with Vegeta so close, even waving his hand at Goku knowing he's going to stay there as long as Vegeta isn't separated from him.

Kid Boo isn't like the Cell Jr, he isn't being ordered to fight others nor is he in any way innocent. Kid Boo's evil through and through, just because he rarely speaks that doesn't make him less evil than say, Freeza. Freeza might hesitate when it comes to killing someone. Kid Boo won't, he never will, he'll keep torturing them and torturing them until his punching bags break.

Though I suppose the concept of evil is too vague for us, huh.

Piccolo: Just how many people have you sacrificed?!

Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power.

I don't see how thinking he's bringing justice makes him more evil. It just makes him look more pathetic considering how much of a hypocrite he is.

I can agree on that so far.

King Piccolo and Kid Boo are definetely the most evil because they'll do just about anything to prove it.

I think that Frieza, Cell, Super Boo and Babidi among others did nothing but prove that they were vile as well, either for the heck of it or for personal gain.

At least the others have some good in them, those two are pretty much evil incarnate.

Really? What is Frieza's redeeming quality? Has he ever done something good? I'm not asking for an apparently good action for personal gain, but a selfless, genuine, good action. Good luck finding one. Same for Cell, Babidi (knowing that he's Bibidi's doppleganger, an extension of himself), Super Boo (after he killed Videl and tried to destroy the Earth) and Zamasu (who literally tried to kill everyone for his own sake).

I'd argue Freeza is more realistic than Zamasu. He only cares about the bottom line and is essentially a very ruthless and cruel businessperson. Meanwhile Zamasu, while he does think he's cleansing the world, also seems to be doing it just because he's got a grudge that Goku beat him.

Freeza or King Piccolo

Cell and Buu may be technically just as evil or even more so but they are beings created specifically for destruction, so I tend to shift the blame and the source of *evil* more on their creators than these products of evil themselves.
